Hi, I'm having some issues with my CPU. As soon as I start a game which is CPU demanding, the temps go up eventually at 80C and then it starts to throttle, does not pass the 80's into 90's. Is it normal to start throttling at that temperature?
Edit: I added my specs. The PC was prebuilt from a computer store and came with i5-10th gen but I decided to upgrade to the max possible for that motherboard.
Motherboard: GigabyteH510M H
CPU: Intel Core i9 11900KF 5.20GHz
RAM: Kingston FURY Beast 64GB DDR4 3200MHz
GPU: Gigabyte GeForce RTX 4060 Ti GAMING OC 16GB
PSU: MSI MPG A850GF
CPU Cooler: Scythe Fuma 2 RevB
The case is a nJoy Vanguard. and it comes with 6 fans (3 pull air inside, 3 fans exhaust hot air from the case). The 6 fans are 120mm at 1200RPM each.

It should be able to go up to 100C without throttling but the CPU's idea of too hot can often be overridden by the BIOS, on Asus boards at least there is a setting in the BIOS at which point throttling takes place. Check your BIOS for a max core temperature and adjust it to 100C. Or get more cooler. If you are using air cooling, Noctua makes a 3000 RPM "Industrial fan" that greatly improves cooling over their stock 1500 RPM model, at the expense of noise of course. Always better to improve cooling than to run the CPU near it's max all the time.

I do have an air cooler, it's not stock, it's a "Scythe Fuma 2", it was the biggest i could find in the PC store at that time that could go inside my case too (has 2 fans with 1500 RPM speeds each. I already looked into the BIOS for an option to change the max core temp but I couldn't find one. The motherboard is a "Gigabyte H510M H" and has the latest BIOS revision.

If the fans are 120mm you might consider the 3000 RPM noctua fans (14F I think but don't quote me on the part number), made a big difference for me.
I am not familiar with the BIOS on Gitabyte boards, though I've just purchased one so in a week or so I will be.

Yes, the fans are 120mm. But they are in different thickness size:
Fan 1: 120 x 120 x 15 mm / 4.72 x 4.72 x 0.59 in
Fan 2: 120 x 120 x 26 mm / 4.72 x 4.72 x 1.02 in

The NF A14 Industrial fan I was referring to is 25mm thick, but replacing even one of your fans with one of these will substantially increase your heat dissipation ability. However, on my cooler, fans are just clipped to it with these wire things and you can easily bend as needed to accommodate various thicknesses of fan and there is plenty of room. If you've got a small tight unit then perhaps you don't have that luxury though you could at least replace the 26mm unit.

I went out today, changed the case, changed the motherboard with the only one that i could find that works on 1200 socket, and got liquid cooling too (AIO). the temps are now ok, but the CPU spikes are still there, it goes up to 100% then drops to 55% goes up and down... I attached a picture, maybe the CPU is the issue and not the temperature.
