Basically placing the verb before the subject is typically used while "narrating" something... however it doesn't effect the meaning... it's just a way to make the thing kinda formal😉

In some expressions the normal order is verb-subject, in these cases it's the other way around, you actually add emphasis if you put the subject at the start.

Here's a few:

È andata via la luce (the light went out)

Si è spento il motore (the engine turned itself off)

Arriva il treno (the train is coming)

Cade la pioggia (it's raining)

È caduto un fulmine (there was a lighting strike)

I think that there's no actual rule for that, but I'd say that we put the verb before the noun when we want to emphasise the concept: for example "becket diceva" doesn't put as much emphasis on becket as "diceva Becket". It's hard to explain because you can only learn it by experience
